Bartz Englishoe and Associates (BE&A) was established in 1985 and is a 100% Alaska Native owned and operated business.  BE&A has the experience needed to carry out land management, strategic planning, site control and grant writing services for village corporations, tribal governments and rural municipalities.  Bartz Englishoe has been working with Alaska villages for 28 years as outlined within the company's Statement of Qualifications, which contains sample documents for the imaginary village of Norton, Alaska.  BE&A is currently working with the City of Tanana on securing ANCSA 14(c)(3) reconveyances for public purposes.  Bartz Englishoe also works with individual Alaska Natives on Native allotments issues.  Following are BE&A business identification numbers:

Land Management

Bartz Englishoe has spent the majority of his professional career working with villages (42 communities) and is familiar with rural issues.  BE&A has been assisting village corporations and tribal governments to make sound land management decisions since 1980.  Mr. Englishoe has assisted village corporations in selecting and prioritizing Section 12(a) and 12(b) ANCSA lands, vacating ANCSA 17(b) easements and addressing adverse possession claims.  BE&A has established commercial land sales for villages by drafting promissory notes, deeds-of-trust, escrow accounts and deeds with reversionary clauses.  Mr. Englishoe has subdivided over 1,200 shareholder homesites lots.   Bartz Englishoe has helped villages to counter eminent domain proceedings.  As an Alaska Native, Bartz Englishoe is guided by his strong belief that Native lands and resources must be well managed and protected.  Following are few land management services provided by BE&A:

Strategic Planning

Villages have a better chance of prospering if a community develops a strategic or economic development  plan.  Tribes, cities and village corporations that work as a team and involve local residents in public meetings are able to influence a community's future.  Sharing information, ideas and responsibilities prepares a village to take advantage of funding opportunities.  Some federal agencies require strategy plans to be eligible for funding.  A  plan based on local input and consensus will be respected by both the community and funding agencies.  BE&A believes that simple plans can be as effective as large documents for funding purposes.

A tribe or corporation may also develop their own strategic plan for guidance.  BE&A conducts strategic planning sessions with corporate boards and village councils.  BE&A starts meetings with a Power Point  presentation that explains strategic planning.

Grant Writing

Villages are becoming more reliant on grants due to declining federal, state, borough and city revenues.  BE&A helps villages prepare for grants by facilitating public meetings where issues and projects are identified and prioritized for funding purposes.  Small communities do not always have the local resources needed to apply for grants and BE&A is prepared to assist villages.   BE&A can help with research, grant writing, editing, resolutions and letters of support.  Additionally, Bartz Englishoe works with several grant writers that have experience in specific fields such as housing, economic development, fisheries and alternative energy.  For example, BE&A has worked with Bill Miller with the Lake and Peninsula Business Development Center .  If Bartz Englishoe believes another grant writer is more familiar with a specific area he will recommend that individual to provide professional assistance.  BE&A submitted a U.S. Department of Agriculture High Energy Cost Grant on March 28, 2008, for the Tanana City School District.  The grant sought funding to install a propane-fueled cogeneration system that provides combined heat and power.   The cogeneration system will allow the school to reduce its dependenace on fuel oil and is based on the March 27, 2008, Report  on Converting the Maudrey J. Sommer School in Tanana, Alaksa to a Propane-Fueled Cogeneration System that will provide Electricity and Waste Heat.  The  BE&A has asssited villages to acquire funding from the following agencies: 

Grant applications need to have realistic goals.  Many grants are rejected because applications do not follow funding guidelines.  Most funding agencies provide technical support and only need to be asked for assistance.  Proof reading a grant is important because spelling and arithmetic errors can devalue an otherwise good application.  Allows submit a grant several days before the deadline date.  It is a good idea to ask the grantor for reviewer comments if a grant is rejected.
